Would leaving water in a can pipe for smoking work?

So I know water pipes (bongs) have water in them to help rid smoke of irritants and help leave smoke that you inhale a lot less harsh. But if someone left a little bit of water in a can and made a pipe would it have the same effect?

No cuz the pipe would just act like a straw and you would suck all the water! You would need too buy OR make a “Bubbler Pipe”! (See LINK below!)
